On February 13, 2017, two young girls were brutally murdered in Delphi Indiana. The murders went unsolved for over five and a half years until a suspect was identified and brought to trial. In 2024, Richard Allen was convicted of two counts of murder and sentenced to 130 years in prison. But was he really the killer?

I have every reason to believe Richard Allen is an innocent man that was framed for the murder after the case went cold with the death of Ron Logan, once the primary suspect. After Logan’s death the investigation went back to find a new suspect and settled on Richard Allen then forced the evidence to fit the new narrative. At least that’s how it feels to me. Richard Allen has always presented to me as an innocent man who couldn’t believe he was being accused of it. Once I read the appeal of Richard Allen’s conviction and what was done to him in prison to obtain his “so called” confession, I was sickened. In my opinion, Richard Allen was tortured and broken in prison and became a shell of a man who eventually broke down and confessed due to mental illness. I remain open to the possibility that Richard Allen is guilty, but I see a horrendous judge, bad prosecutors, corrupt law enforcement and small town politics getting in the way of Richard Allen’s right to fair trial. As his attorney’s have stated, I feel Richard Allen’s constitutional rights were violated and sheds serious questions now as to his guilt. The case needs to be re-examined.

Cliff Bridge drove from Michigan to take Abby shopping for softball gear and Anna Williams watched them practice at or near the Brandywine Hotel in Monticello that Abby ended up staying the night in with her grandfather
Libby stayed the night with a friend.

Derrick German said he picked Libby up from the overnight stay at a friend’s house that morning.
Derrick said they went straight to Abby’s house to pick her up and that he took both girls back to the Patty home.
Anna Williams said she met her father at the Walmart in Monticello to get her tire fixed while picking Abby up that afternoon.
Anna said she drove Abby back to Delphi to meet Libby at Riley Park.
Anna is quoted as saying “They left with me from the park. I brought them back to my house because, in the car ride to me taking Libby home, it was asked if she could spend the night, and I said, “Well, I saw that coming. Sure.” She says, “Well, I have to get stuff.” So I took her back to the house to get an overnight bag and paints and crafts, I don’t know, they took a bunch of little bags and boxes of stuff out of the house, and then I took them to Mike and Becky.” (SOURCE: https://drive.google.com/drive/folders/1A2TMQ6Phh8OFdg38f7Z-3xqDjfMWH1o1)

Abby Williams, 13, and Libby German, 14, each eighth-graders at Delphi Community Middle School, were killed Feb. 13, 2017, after being dropped off to spend time during a day off from school on the Monon High Bridge Trail, part of Delphi’s trail system. This is our best recreation of the events of that day.
TIME UNKNOWN – Through the investigation there were interviews done with 3 of the 4 girls that were on the trials that day. The girls observed a male on the trails on February 13th, 2017 that matched the description the male in the video recorded by Liberty German. The 3 girls, identified as Railly Voorhies (age 16), Breanna Wilber (age 15-16), and Anna Spath, encountered this male near a bench east of the Freedom Bridge. The girls were on the trail and were walking towards the Freedom Bridge to go home. The male they encountered was walking from the Freedom Bridge towards the Monon High Bridge. One of the 3 girls, identified as Anna Spath, described the male as an older man walking on the trails as they were leaving and she described him as “kinda creepy”. In a text from Anna to Kyla Brummett, Anne described the man as wearing “like blue jeans a like really light blue jacket he his hair was gray maybe a little brown and he did not really show bis face”. Investigator Stc’\le Mullin and Brent Ingram interviewed Anna and she described the male as wearing a blue jacket and light blue (faded) blue jeans. The jacket was a ca.nvass duck type jacket. Railly Voorhees, was also in the group of 4 girls and she said that she said “Hi” to the man but he just glared at them. She recalled him being in all black and had something covering his mouth. Railly recalled telling her sister that someone was in a grumpy mood. She went on to describe him as “not very tall” and bigger build. She said that he was not bigger than 5’10”. Railly went on to say in an interview that be was wearing a black hoodie, black jeans, and black boots. She said that he had his hands in his pockets.
NOTE: One of the girls describes the man as wearing all black with something covering his face. This does not match the description of “Bridge Guy”. Other than that the description given here by the girls appear consistent with that of Richard Alllen.
12:43pm In an interview was conducted approximately three years later in 2020 of Bre Wilber, she claimed to have seen the man now known as ‘bridge guy” on the day of the murders. She was able to show investigators a picture that she took on her phone of the Monon High Bridge with a time stamp of 12:43 PM EST. 1:26pm – Bre Wibler showed investigators another picture she took at the bench just east of the Freedom Bridge when they when they (she and three of her friends) were leaving at 1:26 PM EST. (Source: https://drive.google.com/file/d/1TYIZsbKljrpOYYk96taifRy-meF-SFkU/view)
Bre stated after she took the picture at the bench, they started walking back towards the Freedom Bridge. Bre stated that’s when they walked past the man who matched the description of the individual in the picture. Detective Liggett believes the picture that she is referring to is the picture law enforcement released of the man on the bridge taken from the video Liberty captured on her cell phone on the day of the murders. Bre described the man as wearing a blue or black windbreaker jacket. She stated the jacket had a collar and he had his hood up from the clothing underneath the jacket. Bre advised he was wearing baggy jeans and was taller than her. She stated her head came up to approximately his shoulder. Bre told us Railly said hi to the man and he said nothing back. Bre described the man as walking with a purpose like he knew where he was going. Bre also stated the man had his hands in his pockets and kept his head down. NOTE: The distance from Freedom Bridge to Monan High Bridge is approximately 1.5 miles and is an estimated 15 minute walk. IF this man is the “Bridge Guy” and IF he was the girls killer, it might suggest he knew the girls were about to be dropped off or he just randomly got lucky with the timing. I am currently investigating the possiblilty that this was actually Ron Logan, the man who’s property the girls bodies were found on. There has also been rumors I’ve seen that Ron Logan was tipped off as to the girls coming to the bridge that day. I cannot substantiate these claims at this time. The man’s unfriendly demeanor and keeping his head down may be because he didn’t want to be “remembered” or seen being there because he knew what was about to happen as opposed to a random opportunity.
1:30pm – Richard Allen reported in an early interview that he was on the trail between 1:30pm and 3:30pm that day. He said that he parked at the old Farm Bureau building and walked to the new Freedom Bridge. While at the Freedom Bridge he saw three females. He noted one was taller and had brown or black hair. He did not remember description nor did he speak with them. He walked from the Freedom Bridge to the High Bridge. He did not see anybody, although he stated he was watching a stock ticker on his phone as he walked. He stated there were vehicle parked at the High Bridge trail head, however did not pay attention to them. He did not take any photos or video. His cell phone did not list an IMEi. NOTE: This does seem to place Richard Allen at the scene at the right time to be “Bridge Guy”. If the statement by Allen is true and he saw the girls and did not speak to them it matches their description of seeing him and him not speaking to them. It would be reasonable to assume based on this and the photo from Brea that “Bridge Guy” would be Richard Allen. His claim as to watching his stock ticker would reasonably explain why his head was down and even why he may not have spoken to the girls but the stories appear to match up.
1:46:20 As Bre Wibler and her friends left they crossed the Freedom Bridge and the railroad bridge over old SR25. An individual by the name of Betsy Blair, was returning to the trails to finish her walk. Betsy Blair is seen on video at Hoosier Harvestore on 300 North traveling east bound to the trailhead to park at 13:46:20 actual time. 1:49pm Betsy Blair, as seen in the “Hoosier Harvestore video” seems to show a white car that matches Kelsie German’s vehicle. Liberty and Abigail would have been dropped off right before this video.

2:02pm During Richard Allen’s trial, Brad Weber, a Delphi resident who lives just southeast of the south end of the Monon High Bridge, testified that he got off his shift at the Lafayette Subaru plant at 2:02 p.m, took 20-30 minutes to drive home and was home by 2:30pm. This is marked yellow because the accuracy of this statement is in question (see 2:44 pm time below)
2:10pm Detective Liggett reviewed a tip (DIN-C001751) from Terry Wilson. Wilson was on his way to Delphi on February 13th, 2017 on the Hoosier Heartland Highway at approximately 1410hrs. He observed what be described as purple PT Cruiser or a small SUV type vehicle parked on the south side of the old CPS building. Wilson said that it was backed in as to conceal the license plate of the vehicle. During their interviews both Blair and Wilson drew a diagram and had the vehicle they saw parked in the same general area and manner.
NOTE: The tip that the car was backed in as to conceal the license plate is suspicious to me. Was the person reporting this already aware that a crime had been committed and thus attributed details that made the car appear more suspicious? Why would anyone assume a car was parked to conceal the license plate without having a reason to believe that?
2:13:51 Libby German shot a final video – the one capturing the image and voice of a suspect known as Bridge Guy – at the southwest end of the Monon High Bridge at 2:13 p.m. Investigators had located Liberty German’s iPhone 6S under her body at the scene and were able to recover a video, approximately 43 seconds in length, captured at 2:13p.m. on February 131h, 2017. The video depicts Abigail walking on the Monon High Bridge toward Liberty while a male subject wearing a dark jacket and jeans walks behind her. 2:14 pm Witness Betsy Blair finished her walk on the trails that day and is seen on the “Hoosier Harvestore video” leaving westbound at 1414hrs. Blair said that she saw no adults other than the male on the bridge. As Blair was leaving she noted a vehicle was parked in an odd manner at the old Child Protection Service building. She said that it was not odd for vehicles to be parked there, but it was odd that it was backed in near the building. She said that vehicles often use the south edge of the parking lot so they are closer to the trail to get to the Freedom Bridge (Source: https://drive.google.com/file/d/1TYIZsbKljrpOYYk96taifRy-meF-SFkU/view)
NOTE: The car being backed in COULD indicate that someone was planning to make a quick get away or, as a detective will suggest, parked in a manner to obscure the license plate. Blair saying the car was not parked near the trail head could suggest evidence of pre-planning and not a random crime of opportunity.
2:32pm Prosecutors marked the final movement of Libby’s phone at 2:32 p.m. that day, based on tracking data logged by the phone’s Apple Health app
NOTE: This means that the girls appeared to have arrived at their final destination within twenty minutes walk from the bridge.
2:44pm In January, Allen’s attorneys asked the court to correct errors, calling out Brad Weber’s testimony as false. They included security video footage of a white van pulling into Weber’s lane at 2:44 p.m. that day. They also contend that Weber’s cellphone started to ping at the property at 2:50 p.m. that day and continued deep into that night. They said the footage, collected from a neighbor’s security camera by state investigators, suggest that prosecutors knew Weber’s testimony didn’t fit the timeline and didn’t correct it.
3:57pm An interview was done of Sarah Carbaugh in 2017. She states that she was traveling East on 300 North and observed a male subject walking west, on the North side of 300 North, away Monon High Bridge. She stated that he was wearing blue colored jacket and blue jeans and was muddy and bloody. She further stated, that it appeared he had gotten into a fight. Investigators determined from the video that she was on 300 North at 1557hrs.
NOTE: Recent appeals documents suggest that witnesses changed their story about what they saw and how they described it over multiple interviews and that only the details that make it look like Richard Allen was guilty were told to the jury. I’m still researching the documents.

12:17pm – the girls were found deceased, their bodies were located in the woods Northeast of the Monon HighBridge. Autopsies of the girls ruled their deaths as homicides and their wounds were caused by a sharp object. (source: https://drive.google.com/file/d/1TYIZsbKljrpOYYk96taifRy-meF-SFkU/view)
Through further investigation of the location of the bodies, investigators also located a .40 caliber unspent round. They also determined that articles of clothing from the girls were missing from the scene, including a pair of underwear and a sock. NOTE: It is unclear when the round was found. It seems rumors have it that the round was not found during the initial crime scene processing. I’m still unclear about that. The absense of underwear and a sock is interesting. Suggestion of a trophy?



On September 21, 2022, Detective Liggett was provided a tip narrative from ORION DIN-C000074-01 to review. It was from DNR Lieutenant Dan Dulin. The narrative was as follows:
Mr. Allen was on the trail between 1330-1530. He parked at the old Farm Bureau building and walked to the new Freedom Bridge. While at the Freedom Bridge he saw three females. He noted one was taller and had brown or black hair. He did not remember description nor did he speak with them. He walked from the Freedom Bridge to the High Bridge. He did not see anybody, altho11gh stated he was watching a stock ticker on his phone as he walked. He stated there were vehicle parked at the High Bridge trail head, however did not pay attention to them. He did not take any photos or video. Richard Allen met with detectives at the police station to answer some questions. Investigator Mullin explained to Richard how to leave the center if he so desired. He stated that he was in fact on the trails on February13th, 2017. He further stated that he saw 3 girls on the trails East of the Freedom Bridge and also that he went on to the Monon High Bridge. He also told investigators that be was wearing blue jeans and a blue or black Carharttj acket with a hood on that day.He stated be also wore some type of head covering. He further claimed that he saw no one else but the 3 girls that be observed East of the Freedom Bridge. Further, prior to the interview, he told investigators that he also had guns at this home. Detective Tony Liggett submits a search warrent for Richard Allen’s residence. Detective Liggett believes that evidence in the form of handguns, .40 caliber ammunition, knives, blue sweatshirt/jackets, black sweatshirts/jackets, clothlng, electronic devices and a cell phone with phone number 317-612-4533 and any other cell phones used by Richard M. On October 28, 2022, the State charged Richard Allen with two counts of felony murder by kidnapping, which was amended on March 22, 2024, to add two counts of murder.
