WHY THE DEVIL’S ADVOCATES IN INTERESTED: On the surface it might look like an open and shut case. There is no question Mikey Stines shot Judge Mullins. After all, the whole thing is caught on camera and there is no mistaking the identity. However, when you factor in all the allegations that the judge and the sheriff were running female inmates in a major sex operation and checking girls out of prison like library books, well, this case is FAR from ordinary. Once again, at Devil’s Advocates I can’t let corruption go. I won’t simply blame Mikey Stines as a man who lost his mind for no good reason. This case is enormous and needs to be fully investigated.

Kevin Mullins served as an assistant commonwealth’s attorney in Letcher County, starting in 2001. Mullins was a native of Pikeville and a graduate of the University of Kentucky and the University of Louisville School of Law.

Judge Kevin Mullins becomes a district judge for the 47th Judicial District in Letcher County, Kentucky. He was appointed by Kentucky Governor, Steve Beshear. He won re-election the next year and won re-election every year after until his death in 2024.

Sabrina Adkins was released from Letcher County Jail in June 2021 and placed on home incarceration. See id. at 59:23–60:2. Ben Fields was assigned as her supervising officer. See id. at 60:8–11. The period of home incarceration extended from June 2021 through January 2022. See id. at 77:11–15. The night of her release, Fields bought Adkins cigarettes to “console” her after she experienced issues with securing housing. See id. at 63:13–64:24, 65:24–66:13. He also told her that she was “pretty” and had “pretty legs.” Id. at 84:2–7. During the interaction, she told Fields that she could not afford to pay for her ankle monitor. Id. at 67:22–67:10. She testified that at the time, she was “terrified” to return to the Letcher County Jail due to its “very poor” conditions. See id. at 69:9–14. Fields told her that “he could help [her] out, work out something.” Id. at 72:21–73:1. Adkins understood this comment to mean that she would receive preferential treatment from Fields in exchange for sexual favors. Adkins testified that she believed that engaging in sexual activity with Fields was her “only option at that time.” DE 134 at 91:1–10. Shawn Stines is reelected as Sherriff in 2022

In 2022, Stines was included in a civil suit by Sabrina Adkins against Deputy Sheriff Ben Fields. The suit alleged that Fields had extorted her and other inmates into having sex for favorable treatment while on house arrest. The suit stated the abuse occurred in a restroom in the chambers of Judge Mullins. Fields will be sentenced to jail time in 2024 for felony rape and sodomy of the inmate in 2022. Stines was alleged within the suit to have not trained the deputy properly and t
o not have responded to reports appropriately. Stines had given a deposition in the case three days before the shooting of Judge Kevin Mullins in his chambers.
Though the core complaint involved Fields’s conduct, it also implicated the broader courthouse environment—including the judge’s chambers—as a site of abuse, raising questions about Judge Mullins’s suitability or impartiality. That context formed the basis for Adkins’s request for Judge Mullins’s recusal from any proceedings related to that lawsuit.
Sabrina Adkins asked Judge Mullins to recuse himself, and the matter was tied to a federal civil lawsuit she filed (dating back to 2022) alleging sexual coercion by Deputy Sheriff Fields within the judge’s chambers.
NOTE: This suggests to me that Stines possibly helped run girls from the jail to the judges chambers for sexual favors, suggesting a twisted link between the two of them.

On September 19, 2024, District Judge Kevin R. Mullins was fatally shot in his chambers at the Letcher County Courthouse in Whitesburg, Kentucky. The shooting was captured on courthouse surveillance video.
2:40pm At precisely 2:40 (EDT) p.m., September 19, 2024, security video shows Stines walked into Mullins’s chambers and other courthouse employees left the room. Stines closed the door behind them, and several minutes later the video shows Stines shooting Mullins.
Before the shooting, video shows that Stines was looking on his phone for something, possibly face-timed with someone, and then asked for the judges phone. The judge casually handed over the phone for inspection (it appears) and Stines looks up someone’s number on the judges phone and appears to call it. Allegedly the person Stines called was his own daughter who had not answered his call when he called from his own phone but possibly answered the call from the judges phone. After that, Stine gets up, pulls his gun, locks the door, argues with the judge then shoots him dead as he judge cowers behind his desk.
NOTE: On first look it appears that the judge may have been using the sheriff’s daughter for sexual favors and this may have outraged the father. That was my guess at this moment as to what happened.
The shooting was captured on a security camera in the judge’s office, and Stines subsequently surrendered himself to the police.

Letcher County Sheriff Shawn “Mickey” Stines was arrested immediately afterward and charged with the murder of Judge Mullins. He pleaded not guilty.
Kentucky State Police did not release a motive for the shooting. Stines has been charged with one count of murder, and has pleaded not guilty. His attorney has indicated publicly that he intends to pursue an insanity defense.
While on body camera footage during his arrest and interrogation, Stines allegedly repeatedly told officers he was afraid they were going to kill him.
NOTE: This makes me suspect that there are many cops involved in whatever is going on here and Stines is fearful they are going to shut him up and not let him have his day in court to tell the story.

Hundreds of mourners attended Mullins’ funeral service at Jenkins Middle and High School on September 22. Several judges spoke favorably of him during the service, including Kentucky Supreme Court deputy chief justice Debra H. Lambert who lauded Mullins for “his passion for people”
In the months following Mullins’ murder, a Kentucky woman made statements to the media that Judge Mullins had used his power to extort sex from women. A former corrections officer said that Mullins was known to be one of many local officials who treated the lockup like “a brothel.”
A woman also said she heard Sherrif Stines was inolved with having sex with inmates in the judges chambers.

Defense Challenges to the Indictment. In June 2025, Stines’s attorneys filed a motion seeking dismissal of his indictment. They argue that prosecutors neglected to record a key grand jury session and failed to disclose a pending civil lawsuit—where Stines was a defendant—which would have provided important context to the jury.

As of mid‑August 2025, Stines remains jailed without bond. His defense requested a bond of $50,000 (cash or property), claiming he’s not a flight risk and poses no community danger. Prosecutors argue Kentucky law bars bail in capital offense cases when evidence is strong. Judge Christopher Cohron has yet to rule, with a decision expected after further written arguments are submitted by September 2, 2025.
The defense is preparing an insanity defense, arguing Stines acted under “extreme emotional disturbance.” Prosecutors have requested that Stines undergo a mental health evaluation to assess this claim.
